The Kaduna State Government, Federal Republic of Nigeria has received financing from the Islamic Development Bank toward the cost of the REACHING OUT-OF-SCHOOL CHILDREN (ROOSC) PROJECT in Kaduna State, Nigeria, which will be implemented over Four (4) years and intends to apply part of the proceeds for consulting services. The services include amongst others, the selected Consultant (Auditor) to express a professional opinion as to whether the Project Financial Statements (PFS) show a true and fair view of the Project’s financial position as of 31st December 2024 and funds receipts and expenditures incurred during the period then ending. (ii) Expenditures reimbursed on the basis of Statements of Expenditures are eligible for Bank financing and are reflected on the PFS, and for this purpose, the auditor shall carry out whatever necessary examinations of the statements and underlying records and control systems. The Audit opinion should also state whether the Procurement Guidelines of the Islamic Development Bank have been properly applied and in accordance with the Project’s Financing Agreement. The services of the auditor shall be for a period of 4 years starting from 2024 to 2027 with an estimated 3 months of professional staff months. The assignment will start immediately after signing the contract and for the subsequent years upon receiving a request letter for commencement.

The Kaduna State Government now invites eligible auditing firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide specific information that demonstrates that they are fully qualified to perform the services.

The Firm should have relevant experience in accounting and auditing of development projects, especially donor-funded operations. The shortlisting criteria are:

  • Firm’s Financial/Account Information with Evidence of Tax Clearance (TCC) and Audited Accounts for 2021, 2022 & 2023.
  • The Auditing firm must demonstrate verifiable evidence of experience in the preparation of financial statements (Auditing) in civil works contracts within the last 10 years.
  • Demonstration of effective organizational/managerial structure and availability of suitably experienced key personnel relevant to the assignment, consisting of professional/Team Lead/Project Manager, senior Auditor, etc.
  • Demonstration of Firm professional and legal status.
  • Demonstration of at least five similar and related assignments carried out in the last five years.
  • Demonstration of two such assignments carried out in donor-funded projects.
  • Demonstrate current membership of the Professionals’ Association.

The Qualifications and Experiences of Key Experts shall not be included in the shortlisting criteria. Key Experts shall not be evaluated at this stage. The attention of interested Consultants is drawn to Paragraphs 1.23 and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture, and a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected through the National Shortlist in accordance with the Least Cost Selection (LCS) method set out in the Procurement Regulations/Guidelines. SCOPE OF SERVICES

The services include undertaking surveys, detailed Architectural and Engineering designs for the construction of 102 and Rehabilitation of 172 schools in 23 LGAs of Kaduna State. The Firm will also be responsible for construction supervision to ensure that the engineering design and specifications, drawings are strictly followed in line with the ToR.

DURATION OF SERVICES

The design part of the assignment is expected to be delivered in twelve months commencing from 1 October 2024 or date of signing of contract (whichever is earlier) while the supervision part will be spanned over two and half years commencing from of 1 January, 2025 or signing of first civil work contract, in accordance with the TOR referred to in the REOI. QUALIFICATIONS AND EXPERIENCE OF DESIGN AND SUPERVISION CONSULTING FIRM

The shortlisting criteria are:
  • Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC)
  • Firm’s general experience, Qualifications and Managerial ability.
  • Financial/Account Information with evidence of Tax Clearance Certificate for the last three (3) years (2021, 2022 & 2023).
  • Company’s audited account for the last three (3) years (2021, 2022 & 2023).
  • Evidence of financial capacity to execute the project including Reference Letter from a reputable commercial bank indicating wiliness to provide credit facility for the execution of the project when needed.
  • Evidence of the Firm’s Registration with relevant professional/regulatory bodies and valid annual practicing license e.g., COREN, QSRBN, ARCON, CORBON.
  • Firm’s specific experience in Design and Civil Works Supervision in project to include verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates.
  • Availability of relevant personnel.

Project Details

The Kaduna State Government, Federal Republic of Nigeria has received financing in the amount of USD62.80 million from the Islamic Development Bank (IsDB) towards the cost of the Reaching Out-of-School Children (ROOSC) Project in Kaduna State, Nigeria. It intends to apply part of the proceeds to payments for works, goods, and services to be procured under this project. This project will be jointly financed by the Islamic Development Bank (IsDB), Kuwait Fund for Arab Economic Development (KFAED), Global Partnership for Education (GPE), Education Above All (EAA), Save the Children International (SCI), and the Kaduna State Government. The Project was declared effective on April 28, 2024, and will be implemented over Four (4) years.

The project will include the following components:

  • Component 1: Improving access and equity
  • Component 2: Effective teaching and facilitation of learning for all children in targeted PSs/LCs
  • Component 3: Improved Primary Education Learning Outcomes for All Targeted Children and Learners
  • Component 4: Systems Strengthening
  • Component 5: GPE Variable Part
  • Component 6: Support to Project Management Unit (PMU)
  • Component 7: Project Financial Audit
  • Component 8: Contingency Emergency Response Component (CERC)

Procurement of contracts financed by the Islamic Development Bank and the GPE will be conducted through the procedures as specified in the Guidelines for Procurement of Goods, Works, and related services under Islamic Development Bank Project Financing (2019 edition as revised in February 2023) and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultant Services under Islamic Development Bank Project Financing (current edition).
