About the ROOSC Project Partners


The Reaching Out-of-School Children (ROOSC) Project is an initiative of the Kaduna State Government aimed at addressing the challenge of out-of-school children, including Children with Disabilities (CwD). Through collaboration with international development partners, the project seeks to provide a sustainable solution by enhancing access to quality primary education, improving learning outcomes, and strengthening the education system in Kaduna State.
This initiative is aligned with the state’s Education Sector Strategic Plan (ESSP) and is designed to transform the educational landscape by ensuring inclusive and equitable learning opportunities for all children.
Our Partners and Their Roles
The ROOSC Project is supported by key international and local partners, each contributing their expertise and resources to ensure the project’s success.
1. Islamic Development Bank (IsDB)
The Islamic Development Bank (IsDB) serves as the loan and grant agent for the project, providing financial support to drive the implementation of key initiatives. Headquartered in Jeddah, Saudi Arabia, IsDB focuses on sustainable socio-economic development through investments in education, infrastructure, and capacity building.
2. Kuwait Fund for Arab Economic Development (KFAED)
As co-financiers of the project, KFAED brings extensive experience in funding educational infrastructure. With a presence in over 100 countries, KFAED supports the construction and renovation of dilapidated schools, ensuring more children have access to safe and conducive learning environments.






3. Global Partnership for Education (GPE)
GPE plays a crucial role in improving access, equity, and learning outcomes by providing financial contributions and strategic guidance to ensure that every child, especially those from marginalized communities, receives quality education.
4. Education Above All (EAA) – Educate A Child (EAC) Initiative
Through its Educate A Child (EAC) initiative, Education Above All (EAA) focuses on expanding non-formal education programs to reach marginalized children. This ensures that even children outside the traditional school system can access learning opportunities.
5. Save the Children International (SCI)
Save the Children International (SCI) provides technical expertise in project implementation, community mobilization, teacher training, and psycho-social support. Their work helps ensure that education is child-friendly and inclusive.
6. United Nations Children’s Fund (UNICEF)
UNICEF strengthens education systems by supporting the development of education management systems and capacity-building initiatives. Their involvement ensures sustainable educational reforms and effective policy implementation.
7. Local Civil Society Organizations (CSOs) – CSACEFA
Local CSOs, such as the Civil Society Action Coalition on Education for All (CSACEFA), play a critical role in advocacy, awareness campaigns, and ensuring project accountability at the grassroots level.
