Achievements of the Reaching Out-of-School Children (ROOSC) Project – Kaduna State
Some Key Achievements So Far In Project Commencement
1. Improving Access and Equity
- Engaged a design and supervision consultant for project civil works.
- Mobilized contractors for Phase One (Batch One) for the construction of new schools and renovation of existing schools across the state, with a groundbreaking ceremony scheduled to be performed by the Kaduna State Executive.
- Completed OOSC mapping in 20 LGAs, covering 271,730 households, with mapping ongoing in the remaining three LGAs and the report expected by 13 February 2026.
- Identified 124,973 out-of-school children across the state.
- Enrolled 15,623 children back into education, exceeding the Year 1 target of 10,000. With 13,755 learners successfully mainstreamed into formal schools and 1,868 learners Enrolled into the Accelerated Basic Education Program (ABEP) (7853-Boys, 7704- girls). 51 Children with Disability (49-Boys, 2-Girls)
2. Teaching and Learning
- Trained 1,300 formal school teachers through the Teacher Professional Development (TPD) programme.
- Built the capacity of 577 Head Teachers, Quality Assurance Officers, and School Support Officers (338 males, 239 females) on classroom observation, coaching, mentoring, and peer learning.
- Conducted classroom observation, coaching, and mentoring for 1,110 TPD teachers (334 males, 776 females).
- Distributed teaching and learning materials to 28 ABEP centres and 76 formal schools, reaching a total of 100 schools.
Provided 32,814 learner kits to ABEP learners and pupils in formal schools
3. Systems Strengthening and Governance
- Trained 120 education officers on budget tracking and monitoring of fund utilization and results.
- Strengthened data management capacity by training 4,942 teachers and education personnel on data entry, analysis, and reporting.
- Established or strengthened 4,390 School-Based Management Committees (SBMCs) to enhance community participation and school accountability.
- Trained 9,126 SBMC members on resource mobilization and effective management.
4. Policy, Data, and Planning
- Developed an IQTE Memorandum of Understanding between the government and not-for-profit education providers.
- Selected 25 Tsangaya Schools across 9 LGAs for Year 2 implementation and signed integration MoUs.
- Successfully conducted the 2024/2025 Annual School Census (ASC) in April 2025—the first time it was completed within the same academic calendar in Kaduna State.
- Printed and distributed 1,000 copies of the ASC report and conducted dissemination workshops at state and zonal levels.
- Trained 50 EMIS officers from SMoE, SUBEB, KSSQAA, KSTSB, and LGEAs on data analysis, report writing, and evidence-based planning.
5. School Safety and Protection
- Domesticated the National Policy on Safety, Security, and Violence-Free Schools, making Kaduna State the first in Nigeria to achieve this milestone.
- Developed the Kaduna State Policy on Safety, Security, and Violence-Free Schools (KSSSVFS) with support from PLANE.
- Printed and disseminated the approved policy to stakeholders at state and zonal levels.
- Distributed copies of the Minimum Standards for Safe Schools to 60 schools.
- Trained 60 schools on the implementation of the safety policy and minimum standards.
